On November 05, 2024, the training ‘European practices of developing financial autonomy at universities’ was held as part of the implementation of the Module ‘University autonomy in the development of democratic values in higher education: the experience of EU countries for Ukraine’ (Erasmus + Jean Monnet Programme). Trainer – Kostiuk T., Doctor of Science in Public Administration, Associate Professor. The participants of the training, PhD students of Borys Grinchenko Kyiv Metropolitan University, focused on models of public funding, financial management and features of financial autonomy in the European Union.
On 29.10.2024, Borys Grinchenko Kyiv Metropolitan University hosted the training ‘European practices for the development of the universities organisational autonomy’ as part of the Module ‘University autonomy in the development of democratic values in higher education: the experience of EU countries for Ukraine’ (Erasmus + Jean Monnet Programme). The trainer (Kostiuk T.O., DoS in Public Administration, Associate Professor) and the participants of the training, postgraduate students of the BGKMU, focused on practical examples of the implementation of the autonomy of European universities in the management of higher education institutions, management models, selection of the head of the institution, etc. The training highlighted common features and differences in the development of organisational autonomy in different EU countries.
On 14 October 2024, the training ‘Models of University Autonomy’ was held in the framework of the Module ‘University Autonomy in the Development of Democratic Values in Higher Education: EU Experience for Ukraine’ (Erasmus+ Jean Monnet Programme).

During the training, the postgraduate students practiced practical skills in analysing the criteria and indicators of university autonomy on the example of a particular country case; prepared a collective presentation ‘Models of internal university governance in the EU countries’. To summarise the results and conduct control, the students competed by answering test questions in Kahoot!
On 08.10.2024, the training ‘Trends in the development of university autonomy in the EU countries in
the post-covid period’ was held as part of the Module ‘University autonomy in the development of
democratic values in higher education: the experience of EU countries for Ukraine’ (Erasmus + Jean
Monnet Programme). Trainer: Mospan N.V., Doctor of Pedagogical Sciences, Associate Professor.
During the training, postgraduate students and teachers of Borys Grinchenko Kyiv Metropolitan
University had the opportunity to apply their knowledge of the development of various dimensions of
university autonomy in European countries on a practical level. The participants of the training
identified and discussed trends in the development of organisational, financial, staffing and academic
autonomy in different EU countries. In general, it was noted that the level of university autonomy in EU
countries is gradually increasing, which has a positive impact on the work of higher education
institutions.
On 30 April 2024, a training “Comparative analysis of university autonomy in EU countries” was held on the basis of Borys Grinchenko Kyiv Metropolitan University as part of the implementation of the Module “University Autonomy in the Development of Democratic Values: EU Experience for Ukraine” of the Erasmus+ programme: Jean Monnet (trainer Svitlana Sysoieva, Doctor of Educational Sciences, Professor, Full Member (Academician) of the National Academy of Educational Sciences of Ukraine). The training was devoted to the comparison and generalisation of indicators of organisational, financial, personnel and academic autonomy in different EU countries.
April 23-24, 2024, at 1:40 p.m., there were lecture and seminar “Development of university autonomy: the experience of the Kingdom of Spain” that were held on the basis of Borys Grinchenko Kyiv Metropolitan University as part of the implementation of the Module “University Autonomy in the Development of Democratic Values: EU Experience for Ukraine” of the Erasmus+ programme: Jean Monnet (lector Mospan N., Doctor of Pedagogical Sciences, Associate Professor). The aim of the lecture and seminar was to trace the development trends of university autonomy in the Kingdom of Spain from the 1980s to 2023. One of the issues to be discussed was also the impact of the COVID-19 pandemic on higher education in Austria. Seminar methods: project-based learning, teamwork, peer teaching, as well as the use of Google applications. Learning material: scientific publications, reports and web resources of the EU.
On 16 April 2024, a lecture “Development of University Autonomy: Experience of the Czech Republic ” was delivered for PhD students at Borys Grinchenko Kyiv Metropolitan University as part of the Module “University Autonomy in the Development of Democratic Values in Higher Education: Experience of EU Countries for Ukraine” of the Erasmus+, Jean Monnet Programme. Lecturer Halyna Kalinicheva (PhD in History, Associate Professor) analyzed the historical, socio-political and national factors of successful modernization of university education on a democratic basis. The lecturer highlighted the specifics of the development of university autonomy components with a demonstration of the Czech Republic’s regulations in the field of university education, local regulations of individual Czech universities, and expert opinions of the European Association of Universities.
The purpose of the seminar session on 17.04.2024 was to consolidate the knowledge gained through independent research tasks. Postgraduate students were asked to complete 2 tasks: 1) using the materials offered by the teacher, find information about educational programmes at Czech universities at the PhD level that are consistent with the educational programme of the Borys Grinchenko Kyiv Metropolitan University and describe the content, specifics and academic opportunities; 2) indicate the components of university autonomy of universities, information about which is published on the official websites of Czech universities.
Within the framework of the implementation of the Module “University autonomy in the development of democratic values in higher education: the experience of EU countries for Ukraine” of the Erasmus+ program, Jean Monnet was presented on April 9, 2024 at the Boris Grinchenko Kyiv Metropolitan University lecture “Development of university autonomy: experience of Hungary ” for PhD students. Lecturer – candidate of historical sciences, associate professor Kalinicheva G. focused attention on the specifics of the development of the Hungarian higher education system, the modernization of university education in the context of joining the European Education Area, the indicators of the development of university autonomy in 2017 and the current problems of university autonomy related to the reform measures of the Hungarian government.
Consolidation of theoretical knowledge regarding the practice of implementing university autonomy in Hungary took place at a seminar on April 10, 2024. Analyzing the normative documents regulating the development of university autonomy in Hungary, graduate students had the opportunity to determine factors that promote or limit the development of organizational, financial, staffing, academic autonomy. Studying the published information on the official websites of state, private, and religious universities, graduate students focused on the existing elements of university autonomy in Hungarian universities.
On 2 and 3 April 2024, within the framework of the Module “University Autonomy in the Development of Democratic Values in Higher Education: The Experience of EU Countries for Ukraine” (Erasmus+: Jean Monnet Programme), a lecture and a seminar “Development of University Autonomy: The Experience of the Republic of Slovenia” were held for PhD students of Borys Grinchenko Kyiv Metropolitan University. During the lecture, the students learnt about the peculiarities of implementing organizational, financial, staffing and academic autonomy of universities in the Slovenian higher education system. At the seminar, the PhD students presented the practices of implementing autonomy on the example of the universities of Slovenia they had chosen. The students paid special attention to the wide opportunities for internationalization of higher education in the Republic of Slovenia.
On 26 and 27 March 2024, within the framework of the Module “University Autonomy in the Development of Democratic Values in Higher Education: EU Experience for Ukraine” (Erasmus+: Jean Monnet), a lecture and seminar “Development of University Autonomy: Romanian Experience” was held for PhD students of Borys Grinchenko Kyiv Metropolitan University. During the lecture, the students got acquainted with the Romanian higher education system, peculiarities of the implementation of organisational, financial, personnel, and academic autonomy of universities. The seminar was devoted to the analysis of autonomy implementation practices on the example of the University of Bucharest. The postgraduate students deepened their knowledge of the functioning of the double asymmetric model of university governance, as well as the possibilities of university autonomy for the implementation of social responsibility of the University of Bucharest.
On 25 March 2024, Borys Grinchenko Kyiv Metropolitan University hosted the debate “University Autonomy: a Sufficient or Necessary Condition for the Quality of Higher Education” as part of the Module “University Autonomy in the Development of Democratic Values in Higher Education: EU Experience for Ukraine” (Erasmus+: Jean Monnet Programme).
The debate was attended by PhD students of the University, who were divided into 2 teams – the Affirmation Team and the Negation Team.
The affirmation team defended the position of the undeniable advantages of university autonomy, while the negation team emphasised the expediency of state regulation of certain processes in the higher education system to ensure the quality of higher education.
The work of the teams was evaluated by judges consisting of O. Horban, Doctor of Philosophical Sciences, Professor, Head of the Department of Philosophy and Religious Studies; T. Kostiuk, Project Team Member, Doctor of Public Administration, Associate Professor, Professor of the Department of Political Science and Sociology; N. Mospan, Project Team Member, Doctor of Pedagogy, Associate Professor, Professor of the Department of Linguistics and Translation; L. Chervona, PhD, Senior Researcher, Head of the Department of Interaction between Higher Education and the Labour Market of the Institute of Higher Education of the National Academy of Educational Sciences of Ukraine.
When discussing the first issue “University autonomy as an important factor in improving the quality of higher education”, the teams presented their own vision of the benefits and challenges associated with academic, staffing, financial and organisational autonomy or, conversely, centralised state regulation.
Presenting their arguments in the discussion of the second problematic issue “Opportunities for university autonomy to implement social responsibility of universities”, the debate participants focused on highlighting three areas of university activities aimed at ensuring the social responsibility of universities to society: 1) contributing to the development of local communities: educational and outreach activities of universities for local communities, providing expert assistance to local business organisations and enterprises; 2) implementing the principles of sustainable development, contributing to solving environmental problems; 3) supporting inclusiveness, equality and diversity, ensuring equal opportunities for all students and staff, regardless of their social background, race, gender or other characteristics; supporting students with disabilities and vulnerable and disadvantaged groups.
The teams’ answers to the cross-questions and questions from the audience were interesting, original and unbiased.
The judging team noted the high level of preparation of the debate participants, their professional interest and analytical approach in highlighting the advantages and untapped reserves of university autonomy and state regulation of the higher education system.
On March 18, 2024, a lecture on the topic “Development of university autonomy: the experience of Portugal” was delivered by professor Tetiana Kostiuk, DoS in Public Administration, Assoc. prof. This lecture was aimed at discovering of another one European educational system within Jean Monnet module “University autonomy in development of democratic values in higher education: the experience of EU countries for Ukraine”. The target audience includes PhD students of Borys Grinchenko Kyiv Metropolitan University. During the lecture, the students had the opportunity to get acquainted with Portuguese university education and all aspects of its autonomy. The most important factors that matter and were deeply analyzed include organizational, financial, managerial and academic autonomy, and it is worth noting that HEIs in Portugal are sufficiently independent n the decision-making process but still limited regarding senior administrative and academic staff promotion and salaries, funding and ownership of real estate. Among the educational systems of Europe, Portuguese universities are ranked in medium high or medium groups in the context of overall academic autonomy according to the methodology of the researches we have considered.
On 20 March 2024, within the framework of the Module “University Autonomy in the Development of Democratic Values in Higher Education: EU Experience for Ukraine” (Erasmus+: Jean Monnet), a seminar “Development of University Autonomy: Portuguese Experience” was held for postgraduate students of Borys Grinchenko Kyiv Metropolitan University. During the seminar, the postgraduate students deepened their knowledge of the specifics of the development of university autonomy in Portugal on the example of the University of Coimbra. The students analysed the possibilities of organisational autonomy for the functioning of the university’s governing bodies; compared PhD programmes at the University of Coimbra and Borys Grinchenko Kyiv Metropolitan University in similar specialities; and substantiated the specifics of personnel autonomy in the competitive selection for the position of academic staff at a Portuguese university.
On March 4, 2024, a lecture on the topic “Development of university autonomy: the experience of the Republic of Ireland” was delivered by professor Tetiana Kostiuk, DoS in Public Administration, Assoc. prof. The lecture started a new semester of studying within the Jean Monnet module “University autonomy in development of democratic values in higher education: the experience of EU countries for Ukraine”. The target audience includes PhD students of Borys Grinchenko Kyiv Metropolitan University. During the lecture, the students had the opportunity to get acquainted with the higher education system of the Republic of Ireland and all aspects of university autonomy. The most important factors that matter and were deeply analyzed include organizational, financial, managerial and academic autonomy, and it is worth noting that HEIs of the Republic of Ireland are sufficiently independent in the decision-making process regarding administrative and academic staff, students’ enrollment, funding and investment, ownership of real estate and educational programs. Among the educational systems of Europe, Irish universities rank first in the context of academic autonomy.
The seminar on March 7, 2024 was a logical continuation of the study of various aspects of university autonomy in the Republic of Ireland. The purpose of the class was to consolidate the knowledge gained during the lecture, expand it and apply onto the realities of Ukraine. PhD students processed the normative legal acts of the national legislation of Ireland on university self-governance, studied national and international rankings of universities (for example, QS World University Ranking), analyzed internal documents of leading HEIs in Ireland (by their choice) and reported on content, specifics and academic opportunities of Irish HEIs. The students managed to cover thoroughly and representatively the research tasks which need further implementation. The seminar contributed to awareness of the role and importance of university autonomy in the development of democracy and helped to determine the direction of the desired reforms in the system of higher education and science of Ukraine.
On November 22, 2023, as part of the implementation of the Module “University Autonomy in the Development of Democratic Values in Higher Education: EU Experience for Ukraine”, a training “Academic Autonomy of the University for the Development of Democratic Values in Higher Education” was held (lecturer O. Protsenko, PhD, Associate Professor).
On 15 November 2023, training on “Trends in University Autonomy in the EU in the Pre-Covid Decade” conducted at Borys Grinchenko Kyiv University (trainer: Mospan N., Doctor of Pedagogical Sciences, Associate Professor). The training was held within the framework of the Module “University Autonomy in the Development of Democratic Values in Higher Education: EU Experience for Ukraine” of the Erasmus+ programme: Jean Monnet.
08 November 2023 a lecture and a seminar on the topic “Development of university autonomy: the experience of Germany” were held at Borys Grinchenko Kyiv University (lecturer S.O. Sysoieva, Doctor of Education Sciences, Professor, Full Member (Academician) of of the National Academy of Educational Sciences of Ukraine). Classes are held within the framework of the Module “University autonomy in the development of democratic values: the experience of EU countries for Ukraine” of the Erasmus+ programme: Jean Monnet. During the lecture, the lecturer drew the attention of the students to the peculiarities of the functioning of the German higher education system and the development of various dimensions of university autonomy. The seminar was dedicated to studying the experience of German universities in the implementation of autonomy on the example of the Humboldt University of Berlin, University of Bonn, University Heidelberg and other well-known German higher education institutions.
On 01 November 2023, within the framework of the Module “University Autonomy in the Development of Democratic Values in Higher Education: EU Experience for Ukraine” (Erasmus+: Jean Monnet), a seminar “Development of University Autonomy: Experience of the Republic of Lithuania” was held for PhD students of Borys Grinchenko Kyiv University. At the seminar, the PhD students deepened their knowledge of the specifics of the development of university autonomy in Lithuania on the example of Vilnius University and Vytautas Magnus University; made a comparative analysis of the development of various dimensions of autonomy of universities in Lithuania and Ukraine.
On 25.10.2023, a seminar “Development of University Autonomy: Experience of the Italian Republic” was held at Borys Grinchenko Kyiv University (lecturer Svitlana Sysoieva, Doctor of Educational Sciences, Professor, Full Member (Academician) of the National Academy of Educational Sciences of Ukraine). The seminar was held within the framework of the Module “University Autonomy in the Development of Democratic Values in Higher Education: EU Experience for Ukraine” of the Erasmus+ programme: Jean Monnet. The peculiarities of the development of autonomy in Italian universities on the example of the University of Rome La Sapienza, the University of Bologna, and the University of Milan were discussed.
As part of the implementation of the Module “University autonomy in the development of democratic values in higher education: the experience of EU countries for Ukraine” of the Erasmus+ program: Jean Monnet, the lecture “Development of university autonomy: the experience of the Republic of Lithuania” was held (lecturer Olena Protsenko, PhD in Pedagogy, Associate Professor). The future PhDs of the Borys Grinchenko Kyiv University took part in the discussion about the social and economic context of the development of university autonomy in Lithuania, identified the positive experience of the implementation of Lithuania’s educational policy regarding the implementation of autonomy in the country’s universities.
On October 11, 2023, as part of the implementation of the Module “University autonomy in the development of democratic values in higher education: the experience of EU countries for Ukraine” of the Erasmus+ program: Jean Monnet (BGKU), the lecture “Development of the university autonomy: the experience of the Greek Republic” was held (lecturer: Olena Protsenko). The main goal of the lecture was to determine the socio-economic, political factors of the development of university autonomy in the historical context; to characterize the system of higher education of the country and regulatory and legal support for its functioning; to investigate the peculiarities of the development of university autonomy in Greek universities.
On 11.10.2023, Borys Grinchenko Kyiv University hosted a seminar “Development of University Autonomy: Experience of the French Republic” (lecturer: Olena Protsenko, PhD in Education, Associate Professor). The seminar was held within the framework of the Module “University Autonomy in the Development of Democratic Values in Higher Education: EU Experience for Ukraine” of the Erasmus+ programme: Jean Monnet. The participants of the Module – PhD students of the BGKU – studied the peculiarities of implementing all dimensions of university autonomy on the example of higher education institutions in France. At the seminar, the participants analysed the cases of French universities in accordance with the criteria for assessing the development of autonomy developed by the European Association of Universities, identified specific characteristics of the development of autonomy of French universities and presented the results of their micro-research.
From 22 May to 25 May 2023, a research internship was organised for postgraduate students of Borys Grinchenko Kyiv University at the Jesuit Ignatianum University in Krakow (Republic of Poland) as part of the Module “University Autonomy in the Development of Democratic Values in Higher Education: EU Experience for Ukraine” of the Program Erasmus+: Jean Monnet (on the basis of BGKU). The internship was financially supported by the Jesuit University Ignatianum in Krakow.
The long-standing cooperation between the two universities continued during the implementation of the Module, which provided an opportunity for PhD students, who were actively engaged in the study of the university autonomy development in the EU countries, to travel to the Republic of Poland to study this issue in practice. During the internship, the PhD students got acquainted with the mission and vision of the university, its structure, the peculiarities of organising the teaching and learning process and conducting research in the context of university autonomy, and the implementation of the Ignatian pedagogy concept. On 23 May 2023, Borys Grinchenko Kyiv University hosted a lecture “Development of University Autonomy: Experience of the French Republic” (lecturer Olena Protsenko). The lesson was held within the framework of the Module “University Autonomy in the Development of Democratic Values in Higher Education: EU Experience for Ukraine” of the Erasmus+ programme: Jean Monnet. The students of the module got acquainted with the structure of the country’s higher education system, considered the peculiarities of the functioning of higher education institutions in France and studied the factors and conditions that influenced the development of autonomy of French universities.
On 18 May 2023, as part of the implementation of the Module “University Autonomy in the Development of Democratic Values in Higher Education: EU Experience for Ukraine” of the Programme Erasmus+, Jean Monnet, a roundtable discussion “University Autonomy: Balance between State Regulation and Responsible Independence” was held. The event was attended by members of the Module’s project team, PhD students of Borys Grinchenko Kyiv University, students and teachers of the State University of Telecommunications, Ivan Franko National University of Lviv, researchers from the Institute of Higher Education of the National Academy of Pedagogical Sciences of Ukraine, as well as postgraduate students and teachers of the Jesuit University Ignatianum in Krakow. The roundtable was moderated by Olena Protsenko, Module Coordinator, PhD in Education, Associate Professor.
Serhiy Kurbatov, Doctor of Philosophical Sciences, Professor of the Department of Sociology at the Kyiv National Economic University named after Vadym Hetman (topic: “Autonomy as a necessary precondition for the existence of the university”) and Georgiоs Pappas, Doctor of Philosophy, Tutor at the Department of Romance Languages and Civilisation Studies at the Hellenic Open University (topic: “The Hellenic Open University: Identity and Functions”) made presentations.
The discussion was attended by Maria Stadniichuk, Olha Buriak, Volodymyr Snihur, PhD students at Borys Grinchenko Kyiv University; Natalia Machynska, Doctor of Pedagogy, Professor, Head of the Department of Primary and Preschool Education at Ivan Franko National University of Lviv; Natalia Mospan, Doctor of Pedagogy, Associate Professor, Professor of the Department of Linguistics and Translation at Borys Grinchenko Kyiv University; Olena Orzhel, Doctor of Public Administration, Associate Professor, Chief Scientist at the University of Kyiv; and the Greek Open University. During the discussion, the participants discussed various aspects of university autonomy, presented the best practices of its implementation, and shared their own experience of participation in university governance.
On 16 and 17 May 2023, classes continued within the framework of the Module “University Autonomy in the Development of Democratic Values: EU Experience for Ukraine” (Erasmus+, Jean Monnet), implemented at Borys Grinchenko Kyiv University. Future doctors of philosophy and university lecturers were active participants in the lecture and seminar “Development of university autonomy: the experience of the Kingdom of Sweden” (lecturer Olena Protsenko). During the classes, postgraduate students studied not only the experience of the Kingdom of Sweden in the development of university autonomy, but also conducted a comparative analysis of two higher education systems – Sweden and Finland, as states belonging to the group of Scandinavian countries. The results of the comparative analysis were presented at a seminar.
On 10 and 11 May 2023, Borys Grinchenko Kyiv University hosted a lecture and seminar on “Development of University Autonomy: The Experience of the Republic of Finland” for postgraduate students (lecturer Protsenko Olena). The training sessions were held within the framework of the Module “University Autonomy in the Development of Democratic Values in Higher Education: EU Experience for Ukraine” (Erasmus+, Jean Monnet).
The lecture session was devoted to the discussion of the socio-economic conditions for the development of higher education and university autonomy in Finland; determining the peculiarities of the functioning of universities during the implementation of educational reforms and granting greater autonomy to educational institutions; analysing the criteria and parameters for the development of university autonomy in Finland in 2023.
During the seminar, the postgraduate students presented the results of their micro-researches on the characteristics of the regulatory and legislative framework for the development of university autonomy in the Republic of Finland and the implementation of the main provisions of the University Act of the Republic of Finland (1992) in the practical activities of the country’s higher education institutions.
On 19 and 24 April 2023, a lecture and a seminar for future Doctors of Philosophy on the topic “Development of University Autonomy: Experience of the Republic of Bulgaria” were held at Borys Grinchenko Kyiv University (lecturer T. Kostiuk). The classes were held within the framework of the Module “University Autonomy in the Development of Democratic Values in Higher Education: EU Experience for Ukraine” of the Erasmus+ programme: Jean Monnet.
On 12 and 17 April 2023, training sessions were held within the framework of the Module “University Autonomy in the Development of Democratic Values in Higher Education: EU Experience for Ukraine”, Erasmus+ programme: Jean Monnet at Borys Grinchenko Kyiv University (lecturer Kostiuk T.). The future doctors of philosophy of BGKU got acquainted with the peculiarities of the development of university autonomy in the Republic of Croatia. Among the issues discussed during the classes were the following: the transition of the Croatian higher education system to EU requirements in the context of university autonomy since the country’s independence; the introduction of university autonomy in leading universities, including private ones.
On April 3, 2023, at Borys Grinchenko Kyiv University, within the framework of the Module “University Autonomy in the Development of Democratic Values in Higher Education: EU Experience for Ukraine” of the Erasmus+, Jean Monnet Programme, a lecture “Development of University Autonomy: Experience of the Republic of Estonia” was delivered for PhD students (lecturer: G. Kalinicheva). The lecture analysed the historical, socio-political, global and national factors of successful modernisation of university education on the basis of democracy and social responsibility. The lecturer highlighted the specifics of the development of university autonomy components, relying on regulatory documents, the experience of management innovations in Estonia and expert opinions of the European University Association. Special attention was paid to the academic values of the European Higher Education Area as part of the process of humanisation and democratisation of the educational process of the united Europe.
The purpose of the seminar on 05.04.2023 was to consolidate the knowledge gained through independent research tasks. Postgraduate students were asked to complete 2 tasks: 1) to indicate the components of university autonomy of Estonian universities, information about which is published on the official websites of Estonian universities and 2) using the materials of the websites proposed by the teacher, to find information about educational programmes at Estonian universities at the PhD level, which are consistent with the educational programme of PhD students and to describe the content, specifics and academic opportunities. The future PhD students presented their research tasks in a thorough and representative manner. The seminar contributed to the understanding of the role and importance of university autonomy as a factor in the development of democratic traditions of self-government and the formation of civil society in Estonia.
As part of the implementation of the Module “University Autonomy in the Development of Democratic Values in Higher Education: EU Experience for Ukraine” of the Erasmus+, Jean Monnet Programme, a lecture “Development of University Autonomy: The Experience of the Kingdom of Denmark” was presented on 27 March 2023 at Borys Grinchenko Kyiv University for PhD students. The lecturer, Candidate of Historical Sciences, Associate Professor Kalinicheva G., focused on the common values of the united Europe, which are the basis of the socio-political and economic development of this Scandinavian country. The lecture highlighted the specifics of the development of the Danish educational system, the modernisation of the national higher education system in the context of joining the European Education Area, and the dynamics of university autonomy (comparison of 2017 and 2023). The lecture emphasised the social responsibility of universities for the quality of higher education, which, thanks to state support and university autonomy, is one of the best in Europe. Theoretical knowledge on the practice of implementing university autonomy in the Kingdom of Denmark was consolidated at a seminar on 29 March 2023. By analysing the regulatory documents governing the development of university autonomy in Denmark, PhD students had the opportunity to identify factors that promote or limit the development of organisational, financial, staff and academic autonomy. The class used an individual approach to the distribution of research tasks in order to provide a deeper insight into a particular issue and broader coverage of the range of problems under study. The completion of individual research tasks culminated in a collective discussion of the issues under study. The seminar session contributed to the formation of general and professional competences aimed at understanding the role and importance of university autonomy in building democratic traditions of self-government and ensuring the quality of higher education.
On 23.03.2023 and 28.03.2023, a lecture and a seminar on the topic “Development of University Autonomy: the Experience of the Kingdom of Belgium” were held within the framework of the Module “University Autonomy in the Development of Democratic Values in Higher Education: EU Experience for Ukraine” (Erasmus+: Jean Monnet). The future PhD students of Borys Grinchenko Kyiv University were introduced to the role of Belgium in the EU, the peculiarities of the functioning of the higher education system in the country and had the opportunity to trace the dynamics of changes in the development of university autonomy in the country in the period from 2016-2023. During the seminar, the postgraduate students analysed the development of the main components of the autonomy of the universities of the Kingdom of Belgium and presented the results of their research tasks.
On March 16, 2023, the seminar “Development of university autonomy: the experience of the Republic of Austria” was held as part of the implementation of the Module “University autonomy in the development of democratic values in higher education: the experience of EU Member States for Ukraine” (Erasmus+, Jean Monnet). The participants of the seminar were future doctors of philosophy and teachers of Borys Grinchenko Kyiv University. The aim of the seminar was to trace the trends in the development of university autonomy in the Republic of Austria from the 1980s to 2023. During the class, students presented the results of the group micro-researches on the development of various components of university autonomy in the specified period and they discussed the existing problems of the country’s higher education system.
The implementation of the Module “University autonomy in the development of democratic values in higher education: the experience of EU Member States for Ukraine” of the Erasmus+, Jean Monnet, continues at Boris Grinchenko Kyiv University. On March 14, 2023, the future PhDs of BGKU had the opportunity to take part in the lecture “Development of university autonomy: the experience of the Republic of Austria”, which was held by Mospan N. (Doctor of Pedagogical Sciences, Associate Professor). During the lecture, the common and distinctive characteristics of the implementation of academic, financial, personnel and organizational autonomy at universities in Austria and other EU countries were emphasized.
We are expanding cooperation with the project teams of Erasmus+, Jean Monnet in Ukraine. On February 9, 2023, the coordinator of the Module “University autonomy in the development of democratic values in higher education: the experience of EU countries for Ukraine” Olena Protsenko joined the Information Seminar “European values – the basis of the functioning of the EU” (Alfred Nobel University). The seminar was held within the framework of the implementation of the Module “EU strategies for Growth, Competitiveness and Prosperity for study programs in Alfred Nobel University”. On January 31, 2023, a kick-meeting of the European Executive Agency for Education and Culture (EACEA) team and Erasmus+: Jean Monnet project coordinators, who represented universities from different parts of the world, took place. The meeting was an opportunity to communicate with the EACEA team, to discuss various aspects of grant management, and to learn about the successful implementation of Jean Monnet projects by universities in different countries. At Borys Grinchenko Kyiv University, training sessions on the Module “University autonomy in the development of democratic values in higher education: the experience of EU countries for Ukraine” (Erasmus+ Program: Jean Monnet) continue. On December 8, 2022, during a lecture and seminar on the topic ” University autonomy as a condition for the internationalization of higher education”, a number of issues were discussed. They were related to the social and historical prerequisites of the internationalization of higher education through the prism of the world’s best practices in the implementation of educational policy under the condition of effective autonomy of universities; it has been proven that the main components and related processes of the internationalization of higher education (academic mobility, grant writing, etc.) are impossible without the effective autonomy of universities and appropriate state support for the development of this process. And at the seminar, attention was focused on determining the directions of European policy regarding the internationalization of higher education in the conditions of expanding university autonomy and the successful cases of implementation of the internationalization strategy at the universities of EU countries in conditions of the autonomy were discussed.
On December 6, 2022, a lecture and seminar session of the Jean Monnet Module “University autonomy in the development of democratic values in higher education: the experience of EU countries for Ukraine” took place. Topic of classes: “Generalized models of university autonomy in EU countries.”
The classes were devoted to the comparison of the American and European models of university autonomy, as well as the analysis of the diversification of models of autonomy in the EU countries according to its four dimensions – organizational, academic, financial and stuffing.
As a part of the Module “University autonomy in the development of democratic values in higher education: the experience of EU countries for Ukraine” (Erasmus+: Jean Monnet), on November 30, 2022, the lecture “University autonomy for sustainable development of society” was held for future doctors of philosophy (lecturer: Sysoieva S.O., Doctor of Educational Sciences, Professor, Full Member (Academician) of the National Academy of Educational Sciences of Ukraine). During the lecture, the main goals of sustainable development of society, adopted at the UN Summit on Sustainable Development for the period 2015-2030, were revealed, and the fundamental role of universities as autonomous institutions in achieving these goals was defined.
On November 30, 2022, the PhD students of the Borys Grinchenko Kyiv University took an active part in the discussion of urgent problems of regulatory and legal support for the university autonomy implementation in the EU countries, not only in the current conditions, but also in the context of preparing future reforms of the higher education systems of European countries. The discussion took place during the seminar “Normative and legal principles of the university autonomy implementation of EU countries ” (trainer: Protsenko O., PhD in Education, Associate Professor) as part of the Module “University autonomy in the development of democratic values in higher education: the experience of EU countries for Ukraine” (Erasmus+: Jean Monnet).
On November 23, 2022 a lecture “Normative and legal principles of the university autonomy implementation in the EU countries” was held for future doctors of philosophy of the Borys Grinchenko Kyiv University (lecturer : Protsenko O., PhD in Education, Associate Professor). The lecture was held as a part of the implementation of the Module “University autonomy in the development of democratic values in higher education: the experience of the EU countries for Ukraine” (Erasmus+ Jean Monnet). During the lecture, the main regulatory and legal documents on the implementation of university autonomy at the level of the European Union were identified, ways of regulation at the legislative level of “state-university” relations in the context of the development of university autonomy were considered.
On November 17, 2022, future Doctors of Philosophy took part in the seminar session of the Jean Monnet Module “University autonomy in the development of democratic values in higher education: the experience of EU countries for Ukraine”. The topic of the seminar was the following “Historical analysis of the development of university autonomy in EU countries”.
PhD students systematized university autonomy according to its four dimensions – organizational, academic, financial and staffing – at different historical stages of the development of European higher education: in the Middle Ages and in the modern era, which was represented by the theoretical model of the university of V. Humboldt and its practical implementation in the activities of the University of Berlin.
On November 10, 2022, PhD students of Borys Grinchenko Kyiv University took part in seminar class 2 of the Jean Monnet Module “University autonomy in the development of democratic values in higher education: the experience of EU countries for Ukraine”. The seminar was devoted to the theoretical justification of university autonomy, determining its relationship with academic freedom. The documents of the European Higher Education Area served as arguments in the discussion of the topic: the Great Charter of Universities (1988), Academic freedom and institutional autonomy – what role in and for the EHEA? (2016), Rome Communiqué (2020).
Characterizing the essence of university autonomy, graduate students reached a common conclusion that a democratic society needs a balance between state support of universities, their self-governance and social responsibility of higher education institutions for the results of their activities, primarily for the quality of higher education.
On November 9, 2022, the Jean Monnet Module lecture “University autonomy in the development of democratic values in higher education: the experience of the EU countries for Ukraine” was held for future PhDs. Topic of the lecture: “Historical analysis of the development of university autonomy in EU countries.” During the lecture, PhD students were acquainted with the origin of academic freedom and university autonomy in the Middle Ages; with the implementation of the principles of university autonomy in the classic models of the University: German (Humboldt), English (Newman), French (Napoleonic); with the further development of autonomy in higher education in Europe in the 20th century.
On November 3, 2022, future Doctors of Philosophy took part in the seminar session of the Jean Monnet Module “University autonomy in the development of democratic values in higher education: the experience of EU countries for Ukraine.” The seminar was devoted to the study of common values and priorities for the development of the European Higher Education Area (EHEA), recorded in the Rome Communiqué (2020) of the Ministers of the countries participating in the Bologna process. students systematized the fundamental values of the European Higher Education Area; analyzed its prospective directions of development: inclusive EHEA, innovative EHEA, interconnected EHEA; classified the mechanisms and recommendations for the implementation of these directions in the practice of higher education. The seminar ended with a discussion of the question: How do you understand the concept of “open, accessible, flexible, individualized, continuous education”? Why did these concepts become key in the development of the European Higher Education
Area?
PhD students came to a common conclusion that these concepts reflect the prospects for the development of higher education, which offers equal access to learning, teaching and research, nurtures equality and diversity, and implements innovative content and learning models to reflect the diversity of students’ needs.
On November 2, 2022, the lecture “Methodology of comparative studies of the university autonomy implementation in EU countries” was held for future Doctors of Philosophy as part of the Module “University autonomy in the development of democratic values in higher education: the experience of EU countries for Ukraine” of the Erasmus +: Jean Monnet program, which is implemented at the Borys Grinchenko Kyiv University (lector: Sysoieva S.O.,Doctor of Educational Sciences, Professor, Full Member (Academician) of the National Academy of Educational Sciences of Ukraine).
The lecture was devoted to the discussion of the structural elements of scientific research, in particular the study of university autonomy; the criteria of the four dimensions of the implementation of university autonomy (organizational, staffing, academic, financial), proposed by the European Universities Association and allowed to determine the level of the university autonomy development, are examined in detail.

On October 19, 2022, training classes began for the future Doctors of Philosophy from the Module “University autonomy in the development of democratic values in higher education: the experience of EU member countries for Ukraine” of the Erasmus +: Jean Monnet program, which is implemented at Borys Grinchenko Kyiv University.
The implementation of the educational module will positively affect the theoretical and practical training of future PhDs in the development of democracy and democratic values in a United Europe, the policy and practice of expanding autonomy in four areas of university activity (organizational, financial, stuffing, academic). The module will contribute to the development of democratic values in all participants of the educational process, understanding the importance of expanding university autonomy for the development of social responsibility of universities, and improving the quality of higher education.
The first lecture of the Module “European Area of Higher Education: common values and priorities for its development” was conducted by Sysoeva S., Doctor of Educational Sciences, professor, Full Member (Academician) of the National Academy of Educational Sciences of Ukraine. During the lecture, the importance of the development of values in higher education was emphasized, the practical content of the formation of the European Area of Higher Education was revealed, examples of the functioning of the higher education systems of the EU countries, the peculiarities of the institutional autonomy of universities were given.
